ML-DSA / Dilithium History and Replacement

Replace legacy Dilithium naming with standards-based ML-DSA and real-proof gates.

Candidate ML-DSA-65 implementation, reproducible SP1 guest ELF/vkey, and a successfully compiled Groth16 prover exist. The real CPU proof attempt timed out after 900 seconds without proof output; production verifier, real-proof chain tests, independent review, and deployment gates remain blocked.
